$31 M Rotary Wing project located on FOB Sharana, AFG for the USACE, which
encompassed: construction of a forward air refueling station, helicopter

Tactical Operations Center. § Designed the rapid refueling station for underground fuel
and water lines and the above ground fuel tank lines. § Directed and oversaw security operations for personnel and

been accomplishes. Reduced/ increased payments when appropriate. Reviewed
longstanding IRD support contracts to ensure we were getting the best prices.
Rewrote service contracts and hired as needed. § Met regularly with Afghan Parliamentary Ministers to
explain tasking and to secure support for the SPR program as well as to
obtain military and police assets to guard the workers as roads were being
built throughout the country. § Facilitated interaction between community outreach
programs and local Afghan leaders for the provincial road construction
projects in order to minimize security concerns associated with building in
rural Afghanistan. § Oversaw purchase, import and distribution of medicine to
